EPPCodecComponent that encodes and decodes a <relDom:create> tag associated with a Domain-Create command.

Description: The EPPRelatedDomainExtCreate object represents the collection of domains that must be created atomically. As such it is composed of a collection of EPPRelatedDomainExtDomain objects.
